What's New

Welcome to the new Havyatt Associates website.

From January 2011 Havyatt Associates is operating as a provider of regulatory management services in the telecommunications and media industries.

Some content that used to be on this site can now be found on the DigEcon Research site.

Havyatt Associates provides Regulatory Management Services to the converging telecommunications and media industries.

Regulatory Management is defined as consisting of four activities:

Regulatory policy Ultimately where a policy maker makes a decision about the scope or nature of regulation.  This is usually the Government or Parliament, but each of the ACCC and ACMA has subordinate legislative powers.

Regulatory affairs Regulatory decisions need certain actions to be put into effect.  These can include activity co-ordinated across industry (such as operational codes) or other decisions of regulators (decisions on access prices, numbering etc).

Compliance The activities necessitated inside a firm as a consequence of the regulatory policy and affairs outcomes.

Disputes This can include the highly specific “access disputes” of the TPA, or disputes between providers about how they fulfil obligations or between a firm and a regulator.

These activities are supported by a variety of services from Havyatt Associates:

Information service.  This service will keep clients informed of current issues in the regulatory policy and regulatory affairs arena.

Policy research.  This service is delivered through DigEcon Research. The objective is to identify future issues requiring policy responses and to present options for those responses.

Coaching and participation in regulatory and commercial discussions.  This service will build  skills to appropriate staff members of clients, and to directly assist clients by joining them in discussions.  Havyatt Associates does not “represent” clients and does not “lobby” on their behalf.

Implementation of compliance. Implementation of regulatory compliance modelled on the Australian Standard AS 3806-2006 which provides principles for the development, implementation and maintenance of effective compliance programs.

Regulatory Affairs and Dispute support. The preparation of reports or submissions in support of regulatory engagements.

Havyatt Associates draws primarily on the skills and expertise of David Havyatt.  This is augmented as appropriate by various associates who can augment these skills with expertise in technical matters, policy implementation and economic analysis.

David Havyatt is also available for consultancy assignments, professional facilitation and preparation of reports and submissions.
